Why an “I am 18+” checkbox is no longer enough

This is a materially different proposition from a conventional per-check SaaS vendor, although an operator should still validate the exact regulatory fit, support model and any advanced liveness requirements for each jurisdiction.
AgeVerif: strong direct fit for independent adult websites
AgeVerif’s public documentation is unusually explicit about its target customer: adult websites that need to verify visitors before revealing restricted content. Viewer age checks and creator verification are different jobs
A viewer usually needs the minimum necessary proof: is this person old enough to access the content? The more identity data the adult website receives, the larger the privacy and security burden becomes.

If the product also sells subscriptions or paid content, age assurance should be designed alongside adult payment processing. Privacy, data minimisation and security matter as much as accuracy
Age verification for pornography creates a uniquely sensitive data problem. Yoti, Verifymy, AgeGO and AgeChecked likewise emphasise data minimisation or limited disclosure in their age-assurance positioning. For every provider, put the actual retention and controller/processor arrangement into the DPA and commercial agreement rather than relying on a marketing page.
How to reduce conversion loss from age checks
The biggest UX mistake is sending every adult visitor through the strongest identity-verification flow regardless of market, risk or confidence. A practical age-assurance waterfall often looks like this:
- Determine the user’s relevant jurisdiction and the requirement that applies there.
- Start with the lowest-friction method that satisfies that requirement.
- Use an appropriate age buffer around the legal threshold for estimation methods.
- Escalate uncertain or failed cases to a stronger method such as ID verification.
- Use a privacy-preserving reusable token or credential for repeat access when permitted.
- Track completion rate, retry rate, false rejection, verification latency and downstream registration/payment conversion.
Ofcom’s 2026 age-assurance report makes two important points for operators: no single method removes all circumvention risk, and services should conduct regular due diligence on any third-party age-assurance vendors they use. UK, EU, US and Australia: what adult-site operators should know
This section is a product-planning overview, not legal advice. Age-verification rules change quickly and can depend on the exact service, content, audience and company location.
United Kingdom
Since 25 July 2025, relevant services that allow user-generated pornographic content have had to use highly effective age assurance to prevent children from encountering it; Part 5 pornography services had related duties earlier in 2025. Ofcom focuses on effectiveness rather than prescribing one vendor, and its guidance says pornographic content must not be visible before or during the age-check process.
By 2026 this is an active enforcement regime. Ofcom’s enforcement programme remains open, and its July 2026 report specifically tells services with age assurance in place to follow the HEAA guidance in full, conduct regular vendor due diligence and comply with privacy/data-protection duties.
European Union
The European Commission is developing a harmonised, privacy-preserving approach that lets users prove they are over 18 without unnecessarily disclosing identity information. The Commission released its blueprint in July 2025 and says the solution became feature-ready on 15 April 2026 for Member States and market participants to customise.
National rules still matter. On 16 June 2026, the Court of Justice of the European Union ruled in joined cases C-188/24 and C-190/24 that Member States can, under the conditions set by EU law, impose requirements such as age verification on users of pornographic websites even when the digital service is provided from another Member State. The dispute concerned French rules requiring pornographic websites to implement age-verification systems.
This means operators should not treat the Commission blueprint as one uniform EU integration that replaces national enforcement. Country-specific review remains necessary.

United States
The US remains a state-by-state market rather than one simple national rule for adult websites. Requirements differ in scope, thresholds, accepted methods, privacy provisions and enforcement. The legal environment changed materially after the US Supreme Court affirmed the judgment in Free Speech Coalition v. Paxton on 27 June 2025, leaving the Texas age-verification requirement in place.
Do not assume a method acceptable in one state is automatically acceptable in every other state. Ask the provider for a current jurisdiction matrix and obtain legal review for the states you serve.

Australia’s Age-Restricted Material Codes entered into force in stages from late 2025 and March 2026. eSafety’s current guidance says pornography sites should use appropriate age assurance and explicitly states that a simple “I am 18 years or older” button is no longer enough.

Most other providers in the main shortlist use quote-based adult or enterprise pricing. Ask every vendor for the same breakdown: facial estimation, database check, ID verification, liveness, manual review, failed attempts, reusable credential, setup fee, monthly minimum, support/SLA and creator/KYC modules.
Model the cost per successfully age-cleared adult user, not simply the cheapest first-step API call.
Other providers worth checking
The market is expanding quickly, and the main list is intentionally not exhaustive. Other credible names include Token of Trust, Persona, 1account, TrustMyAge and XY Zinc. We kept them outside the primary shortlist because the providers above currently have either clearer adult-specific positioning, stronger deployment evidence, broader method coverage or a more established role in this exact use case.
- Token of Trust maintains a dedicated adult-content age-verification offering and publishes an age-verification plan starting at $25/month plus $0.50 per verification. However, its public pricing page labels that entry plan as designed for eCommerce, so treat it as a pricing benchmark rather than proof that the same package applies to pornography access. Adult eligibility and final commercial terms should be confirmed directly.
- Persona has a mature identity and age-assurance stack and remains worth evaluating for enterprise identity orchestration.

A vendor being outside the main table does not mean it is unsafe or unsuitable. The correct shortlist can change materially by jurisdiction, traffic mix and how much identity information the site actually needs.

- Map your GEOs: identify where users are located and which rules apply before choosing technology.
- Separate viewers from creators: they often require different assurance levels.
